The Institute for Climate Protection, Energy and Mobility (IKEM) provides expertise and ground-breaking research on the key questions of a sustainable economic and social order. The institute examines legal and political frameworks in the fields of climate protection, energy and mobility from an interdisciplinary, integrative and international perspective. Since 2009, IKEM is a public charity and associated to Ernst-Moritz-Arndt University Greifswald as an independent research institution. As the law and policy expert in the project, IKEM will be responsible for securing the compatibility of the potential concepts and the pilot projects with the legal framework in each of the five partner regions. In order to do so the legal frameworks for logistical-solutions in each region needs to be analyzed. For this both EU laws, national laws and regional regulations need to be taken into consideration. If the optimal developed concept for a region is slightly outside the regional regulations, project permissions and potential regulatory changes might be needed. IKEM can together with the regional partner be responsible for the dialog with the authorities and the proposal of what regulation changes that might be needed. Legal expertise, engineers and political scientists at IKEM will together develop business models for the different stakeholder groups, with the aim to quantify the positive outcome of low carbon solutions. These business models will later be used for awareness raising and motivation creation in WP4. IKEM will develop ‘Green policy instruments’ for low carbon logistic solutions in the different regions. One main message to the regional authorities and politicians should be how these instruments can help their region to contribute to their nation’s action plan and fulfill the EU climate protection goals. IKEM is WP-coordinator for WP5 and will help addressing municipalities, primarily in Germany, that have a need for low carbon logistic solutions. Also, IKEM will take part in the development of the Best Practice Book. As a research institute, IKEM will publish essential findings in expert journals and forums as well as present the findings at relevant conferences.
